Russian energy minster Novak was on the wires last minutes, via Bloomberg, coming out with quite a surprising statement that he doesn't see accord reached with OPEC in Istanbul.

OPEC and non-OPEC producers are likely to hold informal talks next week in Istanbul, Turkey.
